And now: the latest, greatest IOC corruption scandal

The International Olympic Committee is meeting in Peru at what should be a moment of triumph, the awarding of the 2024 and 2028 Summer Olympic Games to Paris and Los Angeles.

Instead, the news cycle is dominated by headlines trumpeting seemingly more of the same: corruption in the Olympic scene.

Is it really so difficult to understand why taxpayers are so fed up?

All along, the good people in Eugene, Oregon, have said that the dream has been to grow the sport of track and field in the United States of America. Follow the logic. That means: Eugene as the base but, you know, get it out of Eugene.

On Wednesday, the U.S. Olympic Committee and USA Track & Field made it emphatic: dreams can come true.

The 2020 U.S. Olympic Trials in track and field will be in Los Angeles, at Mt. San Antonio College, the USOC and USATF announced.

Real and significant threats to the IOC

If Frankie Fredericks remains in position as chairperson of the International Olympic Committee’s 2024 evaluation commission past, say, Tuesday, then everybody has a big problem.

At the same time, the real question is whether the IOC itself has big problems.

Very big problems.

Way beyond Frankie Fredericks.

Like whether both the winning Rio 2016 and Tokyo 2020 bids were fixed.

This represents one of two very real and significant threats not only to the IOC’s traditional way of operation but to the presidency of Thomas Bach, elected in 2013.

The other, little-understood, especially by the IOC itself, is this:

Community organizers, particularly in Europe, have discovered the power of social media to amplify grievance and conflict. Who's to blame? The establishment, not limited to but including the state. In this context, there's a ready target: a government-underwritten and -sponsored Olympic bid.

The IOC is in a jam.

These next few months could be among the most significant in its modern history.

Bach, in a German-language interview last Thursday, appropriately noted that the social media-to-referendum connection is “the target of anti-establishment movements that we have in many European countries,” later identifying, again correctly, that the IOC is “also part of this establishment.” Too, he said, “You can not go through,” meaning make a convincing counter-argument, “with facts.”

A starting place is easy.

At the same time, it’s hard, because it means shaking up that establishment.

The era of Games as government-run infrastructure development model has run its course.

Simply and bluntly put, that needs to change — starting with the 2024 campaign, pitting Paris, more of the same (government-run, history all but guaranteeing gargantuan cost overruns) against the change option, Los Angeles (privately run, just like 1984, which ended with $232.5 million surplus).

From the Paris bid books, and ask this elemental question as you remember that the dorms at UCLA exist right now and are more than suitable while the French authorities propose a 126-acre, 3,500-unit to-be-built athletes' village described, variously, as a "significant catalyst" and an "outstanding urban regeneration project": is this what the Olympics are supposed to be about?

"The construction of private housing for ownership or lease will be funded by private developers and any social housing units will be funded by public entities, under the traditional arrangements of urban development projects in France. Transport and other public infrastructure, such as roads, riverbanks, open areas and public facilities will be funded by the state, the region and local authorities, in accordance with the usual split of responsibilities."

Change is never easy. But it is the IOC’s essential option.

Unless the IOC goes to LA, it can’t make a convincing counter-argument, because it literally cannot come up with the winning facts Bach is seeking.

Example:

Bach, in that very same German Q&A, noted that the IOC gave Rio 2016 organizers $1.5 billion.

Again, absolutely true.

But so what?

For the past 20 years, there have been two separate but intricately related budgets in any Olympics. The first is the organizing committee’s operating budget. That’s where the IOC money goes. For Rio, that made up roughly half the Rio 2016 committee’s revenue.

The second is capital investment. That's why the public authorities are so eager to bring a Games home.

In winning the bid in 2009, the Rio people pegged total costs at $14.4 billion.

So nobody was exactly playing hiding the ball.

The total post-Games Rio 2016 tab is not in but given delays, cost over-runs and the economic crisis that devastated Brazil over the past couple years: probably $20 billion. Maybe more.

Look, $1.5 billion is a lot of money. But everything is context. If the IOC president wants to go through with facts, let's compare apples with apples. To use $1.5 billion when the real discussion is probably $20 billion is disingenuous, at best.

This is the sort of stuff that tends to fuel grievance and conflict with the establishment, you know?

All the while, the newspapers are filled with pictures of decrepit swimming pools and busted-up stadiums in Rio, of horrifying budget woes in Tokyo (bid: $7.8 billion, current estimate $25-30 billion) and stories, like Friday’s in Le Monde, suggesting more to come on a scale perhaps unseen since the scandal in the 1990s over Salt Lake City’s winning bid for the 2002 Winter Games.

Salt Lake City won the Games in 1995 after wooing IOC members and their relatives with more than $1 million in cash, gifts and other inducements.

The Salt Lake crisis led to the expulsion or resignation of 10 members and a 50-point reform plan.

Will more details now under wraps in France become public? When? Unclear all around.

For emphasis, even as his name started popping up Friday around the world in media accounts, Frankie Fredericks is assuredly entitled to the presumption of innocence.

Fredericks is arguably the most famous person to hail from the west African nation of Namibia. He has four Olympic silvers in the 100 and 200 meter sprints. He has both a bachelor’s degree in computer science and an MBA from Brigham Young University.

Now 49, he has always been one of the amiable and approachable guys on the international track and field and Olympic scene. He served as a member of the IOC athletes’ commission from 2004-12 and as that panel’s chair from 2008-12; for those last four years, he was on the IOC’s policy-making executive board, too.

He was made a “regular” IOC member in 2012.

Back to 2009, and the IOC session in Copenhagen. That’s where Rio won the 2016 Games. The others in the race: Madrid, Tokyo and Chicago.

Fredericks served at that IOC assembly as what’s called a “scrutineer.” There typically are three. The scrutineers count the electronic votes before passing the results to the IOC president — then Belgium’s Jacques Rogge.

Friday’s account in Le Monde would seem to establish a timeline for the exchange of money. Connecting the dots: what, if anything, got proven? Not clear.

The newspaper report will now trigger an ethics commission inquiry into what IOC spokesman Mark Adams on Friday called “serious allegations.”

The ethics inquiry is perhaps the least of Frankie Fredericks’ concerns. If he has retained reputable legal counsel, this advice would surely have been forthcoming: don’t set foot in France.

A basic rundown:

Ahead of the Copenhagen vote, a company called Matlock Capital Group paid $1.5 million to Pamodzi Consulting, a company founded by Papa Massata Diack, and transferred another $500,000 to Papa Diack’s Russian bank account.

Papa Diack’s father, Lamine, served from 1999-2015 as president of track’s international governing body, the IAAF. He was IOC member from 1999 to 2013.

The son was a former IAAF marketing consultant.

French prosecutors are investigating Diack, father and son, on corruption charges in a separate scandal — the alleged cover-up of Russian doping cases.

In January 2016, citing the Russian matter, the IAAF banned Papa Diack for life.

Le Monde said Matlock is a holding company linked to a Brazilian businessman, Arthur Cesar de Menezes Soares Filho.

Soares reportedly is close to Sergio Cabral, the former governor of the state of Rio.

Cabral stepped down in 2014. He was arrested last November, after the Rio Games, and is now awaiting charges he diverted millions in bribes for the renovation of Maracanā Stadium before soccer’s 2014 World Cup and two other

The IOC picked Rio on October 2, 2009.

That very same day, Le Monde says, Papa Diack transferred $299,300 to Yemi Limited, an offshore company linked to Fredericks.

In an email exchange with the newspaper, Fredericks said, “The payment has nothing to do with the Olympic games,” explaining he had a marketing contract with Pamodzi from 2007-11.

The IAAF has long had a far-reaching marketing agreement with a Japanese company called Dentsu.

It’s unclear whether or not the Dentsu program is or ought to be at issue.

Also uncertain: if the Dentsu program is relevant or material, why or how Fredericks would undertake independent or even related marketing schemes in Africa, as he suggests in the emails published by Le Monde, much less a program worth $300,000, why such a four-year program would be worth $75,000 per year or, critically, why the payment for such a deal would arrive, perhaps coincidentally, on the very same day the IOC picked Rio.

What is clear:

Chicago got kicked out of the 2016 voting on the first round. The president of the United States had been on scene and he was humiliated.

Fredericks was one of the guys counting votes — in position to know, even before Rogge did, what was what. This is fact, not the suggestion of anything amiss. The scrutineers know before the IOC president does.

The Americans were so stung by Chicago’s exit, which followed New York’s loss for 2012, that they sat out the 2020 election — won by Tokyo.

Now come Los Angeles and Paris for the 2024 Olympics.

Who, at least until Friday’s Le Monde report, is sitting as the chair of the IOC committee evaluating the candidates’ so-called “technical” readiness— that is, inspecting factors as sports facilities, roads, airports, hotels and more?

The guy who at the very least knew before almost anyone else that Chicago was out in the very first round is now due to be passing judgment on Los Angeles?

Even if he spent college and grad school in Utah, and is super-familiar with the way things work over here in these United States, how can the IOC allow that?

Isn’t that just a big-time optics problem?

If Frankie Fredericks doesn’t do the right and honorable thing, let’s say by Tuesday latest, you’d have to think it’s going to be done for him.

Meanwhile, stay tuned.

This is, all things considered, preliminary skirmishing. The IOC may yet be looking at very big problems.

Very big.

The Olympics as canary in coal mine

If English is not your first language, or you have forgotten or never learned about the dangers inherent in mining, or you have (inexplicably) little to no regard for “Zenyatta Mondatta,” the classic 1980 album from The Police, herewith an appreciation of the phrase “canary in a coal mine.”

And why, like the canary, the Olympic movement is an eerily prescient predictor of change buffeting our uncertain, if not broken, world — the kind of change that produced Brexit, the vote Thursday that will now lead to the United Kingdom’s self-inflicted divorce from the European Union.

Brexit makes for nothing less than a seismic event in the history of all of our lives.

At the same time, the very same forces that came together to usher Britain out of the EU have been vividly on display for the past several years in any reasonable assessment of international sport, and particularly in reference to the International Olympic Committee: disdain if not outright rejection of political elites, bureaucracies and institutions, most if not all of it animated by grievance along with its historically volatile corollary, fear of the “other.”

Indeed, the evidence makes a strong case that the Olympic scene is arguably nothing less than a — if not the — leading indicator of big-picture trends in an increasingly globalized world.

That is, a canary in a coal mine.

The first coal mines did not feature ventilation systems. The legend goes that miners would bring a caged canary down with them. Why? Canaries are sensitive to methane and carbon monoxide. As long as the bird sang, the miners knew their air was safe. A silenced canary meant it was time to move, and fast.

Consider any number of recent IOC host city elections in the early years of the 21st century — indicators, all, of intensifying interconnected-ness:

— The tacks to China (2001 in 2008), Russia (2007 for 2014) and Brazil (2009 for 2016).

— The Olympic telegraph of the rise of Asia, both acknowledging and accelerating its economic and political might, with the awarding, after 2008, of three Games in a row there -- 2018 Winter (South Korea), 2020 Summer (Tokyo), 2022 Winter (Beijing).

Beijing will be the first city in Olympic history to stage both Summer and Winter Games, and China re-emerged on the Olympic stage only in the 1980s.

Beijing won for 2022 in an election last summer, defeating Almaty, Kazakhstan. Here was the flip side.

Six cities in Europe dropped out, five put off to varying degrees by the $51 billion figure associated with those 2014 Sochi Olympics: Oslo, Munich, Stockholm, Davos/St. Moritz and Krakow, Poland. A sixth, Lviv, Ukraine, fell out because of war.

Just two candidates for the Winter Olympics?

And maybe now just three for the ongoing campaign for Summer 2024?

The original 2024 list of five — Hamburg, Los Angeles, Paris, Rome and Budapest — is already down to four, German voters having rejected Hamburg. Four very well may soon shrink to three amid this week’s election of a new mayor in Rome, Virginia Raggi, for whom the Olympics is not a priority: "Already with 13 billion euros ($15 billion) in debt, Rome can't permit taking on more debt to make cathedrals in the desert."

Déjà vu all over again, maybe: in 2012, the then-prime minister of Italy called off Rome’s 2020 bid, citing uncertain [read: too high] costs.

And Los Angeles, of course, took over for Boston when locals objected vehemently to the notion of an Olympic invasion.

As telling as the Olympic indicators have been for the wider world, those same markers are equally if not more on-point for the Olympic movement itself and, especially, the IOC.

The collision of interests that gave rise to Brexit leads now suddenly if inevitably to the logical and legitimate Olympic question:

Can the structure of a club born in the 1890s and driven for most of these past 130 years by Europe find, by itself, a way to engineer an appropriate 21st-century governance that will help sustain its position in the world?

Or will change — in a form the IOC might or might not like — be imposed upon it?

In the way that it has been imposed, thanks to the FBI and Swiss authorities, on scandal-plagued FIFA?

In December, 2014, the IOC membership unanimously voted for a 40-point reform plan, dubbed “Agenda 2020.” Within the Olympic bubble, Agenda 2020 has become a ready point of reference — a talking point but, let's face it, lip service, really.

In the real world, Agenda 2020 has offered little if anything in response to the onslaught of challenges playing out in real time.

Any Games is supposed to be a celebration of possibility. With roughly six weeks to go, and keeping in mind that perhaps all will be steady once the Olympic cauldron is lit in Rio, those Games are on course to possibly be the biggest cluster of all time:

Where to begin? There's Zika and the withdrawal from the Games of golf and basketball stars, bad water, the collapse of political and economic institutions as well as even a showpiece beachfront sidewalk, allegations of major governmental corruption, street crime, uncertainty among the locals and, the latest, the shut-down of the Rio anti-doping lab.

And, of course, accusations of state-sponsored doping in Russia.

And more. Like, maybe the subway to Olympic Park gets finished. Or maybe not.

As it was winding around Brazil, the Olympic flame relay seemed to be the sole beacon of sanity — until someone had the dumb idea of using a chained jaguar, an endangered Amazonian jungle cat, as a relay prop. It somehow escaped its army handlers. An army officer thereupon shot and killed it.

For those looking deeper into the symbolism: the jaguar is the official mascot of Brazil’s Olympic team.

So, as NPR pointed out, they sort of went and killed their own mascot in Brazil.

This can lead to all manner of deep thoughts about existentialism. Such thoughts are perhaps better reserved for philosophy, and what-if’s.

What's real is relevance.

And the IOC’s No. 1 challenge, always, is to remain relevant in a changing world — to reach out to young people in hopes of serving as a bridge to connection and inspiration. To celebrate humanity, as one of its better marketing campaigns years ago put it.

Swinging away from the jaguar and back to the canary: if it were singing an Olympic song, it would ring out all about the three core Olympic values -- friendship, excellence and respect.

Where is that song?

Is it even being hummed amid the cha-ching that is Olympic cash flow?

Make no mistake: 21st-century sport is not just dreams and inspirations. It is also big business.

It is, at a very real level, institutional.

Perhaps at no time in its history has the acronym “IOC” served as an illustration of the contrast between what those inside the Olympic bubble believe it to be and, more important, those without.

There are, indeed, fascinating comparisons to be drawn between the IOC on the one hand and, on the other, Brexit and the EU.

Some observations from Friday’s reporting, and just substitute in “IOC” where appropriate:

Financial Times -- "Political elites are under pressure everywhere in the west. Donald Trump is a candidate for US president. Marine Le Pen is bidding for France’s Élysée Palace. But who would have thought pragmatic, moderate, incrementalist Britain would tear down the political temple? This week’s referendum result was a revolt against the status quo with consequences, national and international, as profound as anything seen in postwar Europe."

Washington Post -- “We are in the midst of a worldwide sea change regarding how people view themselves, their government and their countries. The Brexit vote and the rise of Trump — while separated by thousands of miles and an ocean — are both manifestations of that change. There will be more."

Another from the Post, and the strikethroughs are in the original -- “As Trump himself notes, the issues that dominated the Brexit campaign and his own campaign are similar: hostility to immigration, resentment at cosmopolitan elites, frustration with unelected officials telling ordinary citizens how to live, and a persistent perception that the status quo favors minorities layabouts over white ordinary, Anglo-Saxon decent, Christian hard-working citizens.”

New York Times:  “The European Union hasn’t done a good job of explaining its purpose — it’s too opaque, too bureaucratic, too confusing — and its slow handling of the debt crisis, especially in Greece, where it acted fast so French and German banks could cut their losses, but left Greece asphyxiated, had devastating consequences for all. Decisions made for short-term financial stability have led to long-term political instability.”

It’s all reminiscent of what the former IOC Games director Gilbert Felli said amid the 2022 drop-outs: “We lost good cities because of the bad perception of the IOC, the bad perception of how the concept could be done.”

At one point before Oslo formally pulled the plug, a poll suggested that 60 percent of the Norwegian public was against a 2022 bid, with only 35 percent in favor. Oslo! The very soul of winter sports, where Norwegian news outlets ran gleefully with reports about perceptions of the special privileges that would be afforded IOC members at a Games — including cocktail protocols, stocked hotel bars, even hotel room temperatures.

The IOC’s response when Oslo pulled out? It lashed out, saying politicians were misinformed, “left to take their decisions on the basis of half-truths and factual inaccuracies.”

Last November, voters in Hamburg became just the most recent in a succession of ballot initiatives to shoot down the IOC.

Why? A few weeks later, a local dentist told the Guardian, the British newspaper, “I think the people of Hamburg are fed up [at] being short-changed by private companies when it comes to major public projects.”

When voters in Bavaria said no the year before to Munich 2022, here was the key take-away, from Ludwig Hartmann, a Greens Party lawmaker and leader of the movement, called “NOlympia,” that led to the opposition to the project: “The vote is not a signal against the sport but against the non-transparency and the greed for profit of the IOC.”

The IOC, to be clear, is not a for-profit institution.

In other respects, it has real work to do.

It’s not that this is a secret in the Olympic world, either. At the SportAccord conference in Sochi in 2015, Marius Vizer, the-then SportAccord president who is also head of the International Judo Federation, called out the IOC in his usually direct way, accusing it of running a system that had become sclerotic.

In his words: “History demonstrated that all the empires who reached the highest peaks of development never reformed on time and they are all headed for destruction. The IOC system today is expired, outdated, wrong, unfair and not at all transparent.”

In effect, Vizer was the Olympic canary in the coal mine.

The IOC response: kill the canary -- er, the messenger.

Lamine Diack, the-then president of the IAAF, the track and field federation, served as the primary IOC proxy, taking the IAAF out of SportAccord and calling Vizer a “chief coming from nowhere.”

To make a long story short, Diack is now under criminal inquiry in France, suspected of accepting more than $1 million in bribes to help Russian athletes evade sanctions for tests.

Moreover, Tokyo’s winning 2020 bid is now under suspicion. In the months immediately before and after the 2013 vote for 2020, $2 million is thought to have been transferred from Japan to an account in Singapore controlled by a close friend of one of Diack’s sons, Papa Massata Diack, long an IAAF “marketing consultant.”

Vizer, in Sochi in 2015: “I dedicate and I sacrifice my family for sport. I mean sacrifice in the way of dedication. And in my eyes,” now referring to Diack, he is “a person who sacrifices sport for his family.”

Friday’s New York Times also included a column in which a reporter recalls being on assignment in Russia and, while there, hears a film producer make this sardonic observation: in Russia, “the future has become unpredictable — and so has the past.”

Substitute “IOC,” again.

And here, too, from the final paragraph of that same column — once more, plug in “IOC” or “Olympic movement” in place of the proper nouns: “Who inherits England? It’s a question that has obsessed British novelists for decades. And who inherits Europe? Today in Europe the past is equally unpredictable, and the path ahead looks very uncertain.”

More judo, please -- and, yes, more Vizer, too

HAVANA — It is closing in on a year now that Marius Vizer was cast off into something akin to the Olympic wilderness. His crime? Mostly, speaking the truth.

Now, amid scandal enveloping world soccer, track and field, tennis and perhaps extending even to the International Olympic Committee, the contrast with the International Judo Federation — which Vizer leads, then and now — could not be more ready, or more obvious.

In a world in which sport leaders too often pay mere lip service to the values that sport can advance and to the notion of athletes at the center of everything, Vizer and the IJF don’t just talk the talk.

No. They walk the walk, big time, and with judo poised to be one of the breakout sports at the Rio 2016 Summer Games — Brazilian judokas may well win bunches of medals —followed by a return to its spiritual home, Japan, for the Tokyo 2020 Games, the time is ripe for the rest of world sport to take a good look at judo, and see what it is doing so right.

In essence, the world needs more of the values that are at the core of judo: the Olympic trio of respect, excellence and friendship.

Last month, for instance, after a visit to Pyongyang, Vizer said that perhaps North Korea could play host to the 2017 world judo junior championships.

“Some people may not agree with the delivery,” Jose H. Rodriguez, the chief executive director of USA Judo, said here, referring to Vizer. “But the guy really is a visionary.”

 To be clear: other Olympic sports showcase the Olympic values as well. And, since judo involves human beings, the sport has over its history witnessed — as in other areas of sport, and life — accusations of misconduct and wrongdoing.

But in judo, and especially under Vizer's watch at the IJF, the values are typically more than just talk. They’re put into action, and every day.

In November, after health authorities declared the country ebola-free, the Sierra Leone Judo Assn. organized a five-day training camp in Freetown, attracting 70 participants and — maybe even more important — thousands of spectators. The IJF had made a $10,000 donation at the start of last year to the national ebola response center.

Just this week, Sierra Leone saw a major judo demonstration — this time at a 10,000-seat stadium, at what was called the “Ebola Sport Festival,” judo highlighted along with rugby, soccer, volleyball, wrestling and cycling.

The world needs, too, more of what Vizer has always been unafraid of: speaking truth to power. And, with issues of governance increasingly taking center-stage in world sport, sport would be far better served if the reaction to such observations, whether offered critically or not, was less rooted reflexively in recrimination and retribution.

All that does is make for old-style personality politics. With the IOC suddenly stressing accountability, transparency and best-practice governance, there’s no place or time for that.

Enough time has now passed that Vizer’s comments at SportAccord last year in Sochi — which would quickly cost him the presidency of that umbrella sport-federation organization — ought to be given a second look.

For sure, Vizer hardly exercised the diplomacy and politesse that make for common currency in the Olympic sphere; at the same time, he has in large measure been proven right.

The thrust of Vizer’s observations: the IOC lacked transparency and too often ignored the international sport federations, including his plan for new multi-sport competitions. He called the IOC system “expired, outdated, wrong, unfair and not at all transparent.”

Speaking moments later to the same audience, IOC president Thomas Bach offered a gracious response. Proxies then stepped in to do the heavy lifting, foremost among them Lamine Diack, then the president of the IAAF, the international track and field federation.

Diack became the first boss of an international federation to suspend its SportAccord membership. He called Vizer a “chief coming from nowhere.”

Vizer, in response: “About the decision from Mr. Diack of the athletics, I want to make just one comment and with that I close this subject. I dedicate and I sacrifice my family for sport, I mean sacrifice in a way of dedication, and in my eyes [Diack is] a person who sacrifices sport for his family."

Last August, at the IOC all-members congress in Kuala Lumpur, Bach took the unusual step of permitting Diack — by then an honorary member — to make an address in response to allegations, spurred by the German broadcaster ARD, that the IAAF had covered up doping tests. Diack called the allegations a “joke.”

Now Diack is under criminal inquiry in France, suspected of accepting more than $1 million in bribes to help Russian athletes evade sanction for tests.

A World Anti-Doping Agency-commissioned report issued earlier this month further declared that Diack orchestrated a conspiracy to cover up tests, creating “an informal illegitimate governance structure outside the formal governance structure.” The report named, among other, Diack’s lawyer, and two of his sons, Papa Massata Diack and Khalil, also known as Ibrahima.

Meanwhile, the Guardian, the British newspaper, after reviewing May 2008 emails from Papa Massata Diack, when Doha, Qatar, was bidding for the 2016 Summer Games, said the notes suggest that six people referred to by their initials — corresponding to six IOC members — had “parcels” delivered through a “special advisor” in Monaco. Lamine Diack is believed to be that “special advisor,” the paper said.

Speaking Thursday at a news conference before competition got underway at the Havana Grand Prix, the first Olympic-sport event in Cuba since the announcement that relations between Cuba and the United States would be increasingly normalized, Vizer said, “I professed already my opinion last year in Sochi, predicting or not predicting everything that arrived after,” adding a moment later, “I can tell you that the unity, the solidarity of the judo family today is much stronger than all … big systems which sometimes try to contest the inherent values of sport.”

He also said, responding to another question, “The role of sport is to build friendships, peace, education and solidarity. Our sport, judo, has proven on many occasions that these values have no borders, even in moments when countries or regions of the world have contested different values or territories or opinions.”

And, as well: “The human spirit of the athletes is friendship, is peace, is to work together,” adding, “Always we have each other. We try, and we are working, to find solutions [to advance] unity, solidarity, peace and friendship.”

When a judo player comes out to the tatami, he or she bows in respect. Facing his or her opponent, another bow. When a match ends, before a decision is announced, belts are tightened, uniforms straightened. Upon leaving the mat, another bow.

In Friday’s opening-day finals, in the men’s under-66 kilogram weight class (145.5 pounds), France’s Loic Korval and Russia’s Kamal Khan-Magomedov were going at it when the Russian got something in his eye. Korval waited patiently while Khan-Magomedov cleared things up. Then they resumed fighting. Just as the final gong was sounding, Korval executed a throw that would have won the match — but it was ruled to have come after time had expired.

Did he throw a fit? Pout? Rage against the referee or the universe? No. He smiled and bowed, exiting with dignity and grace. Later, all four medalists — gold, silver, two bronze — posed for a winning photo.

Another example:

At the 2013 world championships in Rio, in the women’s under-63 kilogram weight class (139 pounds), Israeli Yarden Gerbi took first place. In the final, she defeated France’s Clarisse Agbegnenou in 43 seconds, dislocating Agbegnenou’s shoulder and leaving Agbegnenou momentarily unconscious after a chokehold.

In that moment, Gerbi had just become Israel’s first-ever worlds gold medalist. Did she jump and down, exulting in victory? No. She waited by her friend’s side until Agbegnenou came to, making sure Agbegnenou was as OK as could be. Only then did she get up and walk over to embrace her longtime coach, Shany Hershko.

Here Saturday, Gerbi won gold again, defeating Cuba’s Maricet Espinosa. In all, over the three days, Israeli fighters won two golds and a silver, perhaps signaling what is also to come in Rio.

“I have been waiting for this feeling of winning gold ... and this is too long for me,” Gerbi said afterward. “I’m not at my best right now but it’s important to win even when you are not at your best. Every time I think of the Olympics, I have the butterflies and this is my dream.”

Judo holds enormous potential. At the professional level in the United States, for instance, it barely gets newspaper space or even a mention on television highlight shows. Teddy Riner of France, the 290-pound force who is an eight-time world champion and 2012 London Games gold medalist, perhaps judo’s biggest star, has never competed in North America.

In some ways, the sport, even at a major stop like Havana on a world tour, seems remarkably curious. It’s unclear how many souls in Cuba could have afforded to buy IJF merchandise — but, no matter. There was none for sale in or around the arena at the creaking Ciudad de la Deportiva complex.

That said, on the theory that numbers don’t lie, clearly the sport is doing a lot of things right, and in a lot of places. Here are figures from the 2015 world championships in Astana, Kazakhstan:

Television viewership of 193 million viewers, up 72 percent from 110 million at the 2014 championships in Chelyabinsk, Russia.

On Facebook, during the week-long 2015 championships: 28 million impressions and 4.8 million engagements (meaning likes, shares or comments). Twitter: almost 1 million active users.

As is now usual, the Havana event was live-streamed on www.ippon.org.

Judo can be found pretty much everywhere in the world: 195 national federations.

To that end, IJF events — and, as well, judo’s constructive influence — also travel the globe.

In September, working in accord with the IOC’s Solidarity development program, Hanato Saki, a Japanese judo expert, wrapped up a five-month coaching stint in Laos, by any measure one of the world’s poorest nations, where the means for sport are typically not readily available. At the Southeast Asian Games last year in Singapore, the Laotian judo team won a silver and two bronze medals.

A few weeks ago, the IJF won an award from a major Dubai-based organization for efforts to bring the sport to hundreds of children in the refugee camp at Kilis, Turkey, near the Syrian border. Some 17,000 refugees are there, 10,000 age 15 and under.

In accepting the award, Vizer said that bringing judo to the camp had brought refugee children a “small island of happiness,” adding, “We need to invest in our children. Sport can change the world and judo can teach young refugees honesty and fearlessness.”

The IOC, at its policy-making executive board meeting in December, said it had identified three refugees — a female Syrian swimmer training in Germany, a female Iranian taekwondo athlete training in Belgium and a male judoka from the Democratic Republic of the Congo in Brazil — who might be competitive enough to qualify for the Rio Games.

Twice last year, Vizer worked to ensure that Israeli athletes could compete at events in Arab nations — in May in Morocco, and then in late October in Abu Dhabi.

In Morocco, the crowd heavily booed the Israelis — and this after they’d had to wait in a room at the airport for eight hours before Vizer said the entire event was off unless the Israelis were in. In Abu Dhabi, the Israelis competed under not under their own flag but via IJF colors — in the same way that a Kosovo fighter, Nora Gjakova, competed here in Havana.

Were the two situations perfect? No.

Did the Israelis compete, however? And in this way, did the two events mark a step forward? For sure.

In an IJF statement issued at the close of the Abu Dhabi stop with the head of the Israeli Judo Federation, Moshe Ponti, the two said, “Our sport needs heroes. We don’t need martyrs. The Israeli judokas are heroes, as is anyone else who was involved to make their participation in the grand slam possible.”

In an interview here, Ponti said, “I said this the first time: maybe next time we fight with our flag and our anthem.” At the same time, he added of the crowd in Abu Dhabi, “Maybe everyone knew you were from Israel.”

It is in that spirit that judo came for the three-day Havana event — following up a 2014 stop here but, of course, the political scene with the Americans on a different path.

Amid rumors of a Havana visit by President Obama, perhaps as soon as March, Jeffrey DeLaurentis, the U.S. chargé d’affaires, came to watch some judo and said, “Cuba has been very active in international sports. I’m happy to be here watching our athletes perform,” adding, “Sports diplomacy is always very important, part of the people-to-people activities.”

Rodriguez of USA Judo said, “Sometimes things work out with perfect timing. Here we have the ambassador attending a judo competition. We were talking many years ago about ping-pong diplomacy. Now we are talking judo diplomacy.”

Antonio Castro, one of Fidel’s sons — Antonio Castro has been active in the campaign to get baseball back in the Summer Games — was also on hand, and said at an IJF gala later here, “Thank you for giving the chance to Cuba to organize a grand prix. Judo teaches values. It teaches how to win but also how to lose, and it gives the opportunity to athletes to share their experience.”

For his part, at that same gala, Vizer said, “There are some things in life we cannot achieve by money or power. This is the spirit,” of judo and of sport itself.

Sebastian Coe is the answer, not the problem

If you have seen Fight Club, the 1999 movie with Brad Pitt and Edward Norton (New York Times: “surely the defining cult movie of our time”), or, better yet, read the 1996 Chuck Palahniuk novel that inspired it, you know the elemental first rule of Fight Club: you do not talk about Fight Club.

This is the key to understanding what happened at track and field’s international governing body, the IAAF, in regards to doping in Russia (mostly) and cover-ups, and as a spur going forward, because institutional, governance and cultural changes must be enacted to ensure that what happened under the watch of the former IAAF president, Lamine Diack, can never happen again.

It’s also fundamental in understanding why Sebastian Coe, elected IAAF president last August, is the right man for the reform job.

He’s not going to resign. Nor should he.

To be clear:

We live in a 24/7 world where, increasingly, everything seemingly must be susceptible to immediate resolution.

Regrettably, far too often this jump-starts a rush to judgment.

A powerful driver in this cable-TV, talking-head world, the noise amplified by social media, is protest and moral arousal, as the New York Times columnist Thomas L. Friedman wrote in his column Wednesday.

Quoting the leadership expert Dov Seidman, Friedman writes that when moral arousal manifests as moral outrage, “it can either inspire or repress a serious conversation or the truth.”

More from Seidman: “If moral outrage, as justified as it may be, is followed immediately by demands for firings or resignations, it can result in a vicious cycle of moral outrage being met with equal outrage, as opposed to a virtuous cycle of dialogue and the hard work of forging real understanding and enduring agreements.”

Coe is the only person in track and field capable of leading, driving and instituting the change that must now be effected.

Any suggestion that the sport ought to be led instead by an outsider is misplaced, and seriously.

Sport entities carry their own distinct cultures, and failure to appreciate, to understand and to be able to move within those cultures is a recipe for disaster.

Evidence: the U.S. Olympic Committee’s turn seven years ago to outsider Stephanie Streeter as chief executive. That ended within months.

To the point at hand: Coe is not accused of any misconduct or wrongdoing. He was legitimately elected. It’s time to get to the “hard work of forging real understanding and enduring agreements.”

In a report made public Thursday, a World Anti-Doping Agency independent commission headed by the Canadian lawyer Dick Pound alleged that Lamine Diack orchestrated a conspiracy to cover-up certain doping results, mostly in Russia.

The conspiracy revolved, in the words of the report, around a “close inner circle.” That is, just a few people: Diack; two of his sons, Papa Massata Diack and Khalil, also known as Ibrahima; and Diack’s personal lawyer, Habib Cissé.

With the “consultants and lawyer in place,” according to the report, Lamine Diack created an “informal illegitimate governance structure outside the formal governance structure.”

Their “familiar or close personal ties to [the IAAF president] facilitated the emergence of this powerful rogue group outside the IAAF governance structure, yet operated under the aegis of the IAAF.”

At some level, according to the report, the conspiracy also metastasized to include the Russian treasurer of the IAAF, Valentin Balakhnichev; a Russian national-team coach, Alexi Melnikov; and the director of the IAAF’s medical and anti-doping department, Dr. Gabriel Dollé.

Last week, per the IAAF ethics commission, Papa Diack, Balakhnichev and Melnikov got life bans from the sport, Dollé a five-year suspension.

Lamine Diack and Cissé are now facing criminal inquiry in France.

Balakhhnichev gets to deal with the fallout in Russia. Good luck with that, and enjoy any and all meetings with Mr. Putin, depicted in the report as someone with whom Lamine Diack said he had “struck up a friendship.”

The report is notable for who it names and, critically, who it does not.

Again, Diack and sons; Cissé; Dollé; Balakhnichev; Melnikov.

For good measure, there is also reference to “sports marketing consultant” Ian Tan Tong Han, a business associate (ahem) and close friend of Papa Diack’s — Tan’s baby, born two years ago, is named “Massata” — who “appears to be part of the illicit informal governance system of the IAAF.”

That’s it.

The report notes, meanwhile, that other senior IAAF staff members were quite properly “antagonistic” in regards to the case management of Russian athletes and, from the point of view of the conspiracy, “needed to be bribed to stay quiet.”

These included the director of the office of the president, Cheikh Thiaré; Nick Davies, the deputy secretary general; Dollé; and Dr. Pierre Yves Garnier, at the time in charge of what in anti-doping circles is known as the “athlete biological passport,” a work-up of blood values over time.

From the report: Lamine Diack apparently confirmed in interviews with French authorities that Papa Diack “gave money to one or the other to keep them quiet and so they are not opposed.”

Recent media reports have Thiaré, Davies and Garnier refuting those claims, the report says, adding that Dollé “regrets having been involved.”

Draw your own conclusions about who the “one or the other” might be.

Davies, meanwhile, the longtime IAAF spokesman, is now apparently in line to be made the fall guy for a July, 2013, email to Papa Diack, the report calling the email “inexplicable.” This is a difficult situation for all of us who have known, and worked with, Davies. He cares passionately about track and field, and has sought only to do what — from his perspective — has been the right thing.

At any rate, in the report’s version of the money shot, it declares that “corruption was embedded in the organization,” meaning the IAAF, adding, “It cannot be ignored or dismissed as attributable to the odd renegade acting on his own. The IAAF allowed the conduct to occur and must accept its responsibility. Continued denial will simply make it more difficult to make genuine progress.”

This begs the obvious question:

What per se is — or, more properly, was — the IAAF?

This inquiry is neither didactic nor pedantic.

The report, unanimously approved by all three independent commission members — former WADA boss Pound, Canadian law professor and anti-doping expert Richard McLaren and Günter Younger, the senior German law enforcement official and cyber-crime authority — also says, “The fact of the matter is that individuals at the very top of the IAAF were implicated in conduct that reflects on the organization itself (as well as on the particular individuals involved).”

In practical terms, for the 16 years he was president, Diack was the IAAF. He ran it like a fiefdom. This he learned from his predecessor, Italy’s Primo Nebiolo, president for 18 years before that.

The report asserts that the IAAF’s 27-member council “could not have been unaware of the extent of doping in [track and field] and the non-enforcement of applicable anti-doping rules.” It also says the council “could not have been unaware of the level of nepotism that operated within the IAAF.”

Fascinating.

In virtually every other instance, the report goes into incredible, sometimes granular detail, even providing an appendix at the end, to document  “the non-enforcement of applicable anti-doping rules.” Names, places, dates and more.

But in making such a blanket declaration — nothing.

If the council “could not have been unaware” of doping, when were any or all of them made so aware? Where? Who, in particular? By what means?

For this, nothing — no answer. Just this sweeping assertion.

Was the council aware Papa Diack was around? Surely.

But did those on the council, including Coe, an IAAF vice president from 2007, know or appreciate there was corruption afoot?

The report: “It is increasingly clear that far more IAAF staff knew about the problems than has currently been acknowledged. It is not credible that elected officials were unaware of the situation affecting (for purposes of the IC mandate) athletics in Russia. If, therefore, the circle of knowledge was so extensive, why was nothing done?”

Here the report is disingenuous, or at best there is a powerful disconnect.

It is for sure credible that elected officials were unaware.

Why?

Because of the first rule of Fight Club.

Which also happens to be the first rule of any conspiracy.

This is self-evident: the more people who know about something illicit, the more risk that someone who shouldn’t know is going to find out, and do something to disrupt the conspiracy.

Look, let’s have some common sense.

Did Lamine Diack call over Coe — or for that matter, the senior vice president from 2011-15, American Bob Hersh, or any of the others on the council, including Sergei Bubka, an IAAF mainstay, runner-up to Coe in last year's presidential election — and whisper, hey, guess what I’m doing that I really shouldn’t?

There is zero evidence in the report of any such thing.

So, moving forward, as Pound said at a news conference Thursday in Munich in releasing the report, it is one thing to recommend that the IAAF should, for public relations and other purposes, come clean:

“Of course, there was a cover-up and delay, and all sorts of things. Acknowledge this. If you can’t acknowledge it, you can’t get past it.”

He also said, quite rightly, “This started with the president. The president was elected four times by the congress. It then went to the treasurer, elected by the congress. It then goes to the personal advisor of the president, inserted into the management structure. It goes to the director of the medical and anti-doping [department]. It goes to nepotistic appointments. I’m sorry. That affects the reputation of the IAAF. You can deny that all you wish but I think you’ve got to take that on board and come out the other side.”

At the same time, it is quite another to say that Coe should, by association, be guilty as well. It’s not enough — not nearly — that he was part of the structure of the organization, and critically at a time when most of his focus was devoted to organizing the London 2012 Games.

That’s not the way things work. Nor should they.

Which Pound also made plain.

In response to a news conference question about whether Coe had lied in regard to a cover-up, Pound said, “I think you’ve got to understand the concentration of power in and around the president of any international federation.” Too, to understand “the relative infrequency with which something like the IAAF council would meet and the level of information that would be conveyed from those at the top to the council, particularly if it happened to deal with problems.

“If you’re asking to me to give an opinion or not as to whether he lied or not, I would say he did not lie.”

Pound also said he he believes Coe had “not the faintest idea of the extent” of Diack’s alleged corruption when he took over last August.

Pound said, too, “I think it’s a fabulous opportunity for the IAAF to seize this opportunity and under strong leadership to move forward. There’s an enormous amount of repetitional recovery that has to occur here and I can’t … think of anyone better than Lord Coe to lead that.”

Amen.

In the world of possibilities, it must be considered that there is evidence tying Coe to something.

But we don’t live in a world of fiction, or what-if’s. We go by what we can document, and prove. Anything else is just so much more outrage. It’s time now for dialogue and enduring change.

As WADA president Craig Reedie, in a release issued after the news conference, said, “It is now important that the IAAF, under the leadership of Sebastian Coe, adopts the recommendations of the report in full.”

Coe told the BBC Thursday in Munich that the IAAF would “redouble our efforts, to be clear to people we are not in denial.”

He added, “My responsibility is to absorb the lessons of the past and to shape the future. The changes I am making will do that. The road back to trust is going to be a long one.”

Nine days ago, IAAF staff put out a news release in which Coe set forth a 10-point “road map” aimed at rebuilding trust, in both the federation and in track and field competition itself, the idea being that you have to be able to have confidence in the federation itself and, more important, believe what you see on the track or in the field events.

The release drew comparatively little attention. Now is the time for it to take center stage, and the dialogue over how to rebuild that trust and confidence begin in earnest.

“Be under no illusion about how seriously I take these issues,” Coe said in the release. “I am president of an international federation which is under serious investigation and I represent a sport under intense scrutiny. My vision is to have a sport that attracts more young people. The average age of those watching track and field is 55 years old. That is not sustainable.

“The key to making that vision a reality is creating a sport that people once more trust in. Athletics,” meaning track and field, “ must be a sport that athletes, fans, sponsors, media and parents alike know is safe to compete in on a level playing field and one in which clean effort is rewarded and celebrated.”

A historic "road map" for Russia?

Track and field’s governing body, the IAAF, did what it had to do Friday in provisionally suspending Russia after shocking revelations of systemic, perhaps state-sponsored, doping.

The IAAF action followed by a few hours a step taken by a World Anti-Doping Agency panel. It, too, did what it had to do. Among other things, it found Russia non-compliant with the World Anti-Doping Code.

What it all amounts to is this, the real story: a historic opportunity is now upon us, all of us, that may not come again quite some time, to get Russia — if you will — to behave, and stay behaving.

And not just in track and field. Across all sports.

To reiterate an important point: Russia is not inherently any better or worse than anywhere else. But when evidence emerges of a doping scheme that may well have been state-sanctioned, evoking memories of the notorious East German system in the 1970s, that’s a call to significant action. That was the take-away, loud and clear, in a report made public Monday by a WADA-appointed independent commission.

The twin messages that emerged amid Friday’s action were also manifest:

— One, there is recognition, admission, acknowledgement — use whatever term you want — from the Russians. None of this happens — hello, Mr. President Putin — without the Russians recognizing that, for real, they are up against it.

On Wednesday, Putin, ordering an investigation into the WADA-appointed report findings made public Monday, had said there ought to be “professional cooperation” with international anti-doping bodies.

His coded language makes plain: the Russians realize they have to play ball.

Again, after everything set out in Monday’s report, there is no other option, particularly with the 2018 FIFA World Cup yet to come. You’re naive if you don’t think emissaries further emphasized — at senior levels within the Russian sports and government infrastructure — that this was, indeed, the message.

Message received, the Russian sports minister, Vitaly Mutko, telling the R-Sport news agency on Friday, "We're prepared for broad cooperation." He also said he has asked WADA president Craig Reedie to provide a "road map" Russia could follow.

All the other stuff Mutko is saying? Allegations that the IAAF concealed more than 150 doping cases, mostly from countries other than Russia? Maybe. The British anti-doping system held “zero value” and was “even worse” than Russia’s? Come on.

Look, within international politics at its keenest, which is indisputably what this is, face-saving can be an important skill.

— Two, and this is the challenge in front of WADA and the IAAF: how to push the Russians — hopefully, themselves — into putting new systems in place that can survive both the short and long term?

Of course there is going to be push-back.

Here, for instance, was Yelena Isinbayeva, the Russian pole-vault queen, the 2004 and 2008 Olympic gold medalist:

“To ban innocent … athletes from competing in international events and [the] Olympic Games in Rio is not fair,” she wrote in a letter published on the Russian track federation website hours before the IAAF met via teleconference.

With all due respect, Isinbayeva’s logic proves too simple.

If one runner in a relay tests — and proves — dirty, everyone’s medals get taken away. The entire team has to deal with the sanction.

Same here, just on a systemic level.

Because this is, as the WADA panel’s report made plain, a systemic problem.

The clean athletes in Russia — a note on behalf of skeptics: assuming, indeed, there are any — ought now to be just as eager for change in the Russian track and field system as everyone anywhere else.

Otherwise, the clean Russians don’t get to take part in the world indoors, in March in Portland, Oregon, and in the Rio 2016 Olympics in August.

That ought to make for internal leverage.

The external leverage came Friday from the IAAF, which voted, 22-1, to provisionally suspend the Russian track and field federation.

It’s not clear who the sole holdout is. Talk about being on the wrong side of historic change.

An intriguing issue before Friday’s IAAF teleconference was whether the Russians would declare themselves unfit or, for a variety of political reasons, let the IAAF do it — which ended up being the course.

Make no mistake: the clear intent of the IAAF and WADA actions Friday, all around, is to give the Russians every opportunity to get things fixed, if not by Portland, then for sure by Rio.

As Mutko told Associated Press, “We may miss one or two competitions. But for athletes to miss the Olympics and world championships would be real stupidity.”

The full WADA board will meet Wednesday in Colorado Springs, Colorado, presumably to ratify what has already been done and then — prediction — deliver a study group on the notion, suddenly pushed by the International Olympic Committee, of an independent body that would be responsible not just for drug testing but sanctioning, too.

Observations: the last thing world sports needs is a new layer of structure. Give WADA significantly more means and commit to its authority. If you want someone independent to run the doping scene, that’s sensible. But look to WADA, already with 16 years experience.

WADA, for the record, already deserves significant congratulations.

It had the cajones to set up an independent commission in the first place; it fully authorized commission head Dick Pound and his two associates, Canadian law professor Richard MacLaren and German law enforcement official Guenter Younger, who along with staff proved relentless; and it had the will Friday to act decisively in finding Russia non-compliant.

You know who else deserves kudos?

Seb Coe, elected in August the IAAF president.

No, really.

Coe has taken withering media heat this week, with many, particularly in the British press, suggesting he was — because he served for eight years as an IAAF vice president — part of the problem and thus neither can nor should be part of the solution.

There has been, and repeatedly, the suggestion that because Coe was vice president he must have known what the former IAAF president, Lamine Diack, who stepped down in August after 16 years, was up to. French investigators allege that Diack accepted more than $1 million in bribes to allow at least six Russian athletes to compete, including at the 2012 London Olympics.

Also under investigation are Diack’s legal adviser, Habib Cissé, and the former head of the IAAF anti-doping department, Gabriel Dollé.

The figure at the center of all this is probably one of Diack’s sons, Papa Massata Diack. Interesting how he has known in recent days to avoid France.

Ask yourself: would Coe really have been in the loop?

During 2011 and 2012, what was Coe’s focus? Yes, he was an IAAF vice president. At the same time, this is what he was really doing: he was running the London Olympics.

Further, there were — and are — four IAAF vice presidents.

What we know from French authorities is not complete. Nonetheless, the suggestion is that Diack was part of a conspiracy. The only way a conspiracy works is for those involved to keep it, you know, quiet. Do you think Diack called the four 2011-15 IAAF vice presidents — Coe, Ukraine’s Sergey Bubka, Qatar’s Dahlan al-Hamad and the American Bob Hersh — and said, hey, guess what I’m up to, fellas?

Further: French authorities interviewed Coe in recent days. Have they since said anything about Coe being a target of any sort? No.

A side note for those who intently follow USA Track & Field: Hersh was the senior IAAF vice president from 2011 until elections this past August. The USATF board opted last December not to re-nominate him for an IAAF role but to put in his place Stephanie Hightower — even though USATF membership, which typically knows next to nothing about international track, had voted overwhelmingly for Hersh.

Guess that USATF board decision is looking pretty good right about now.

At any rate, a 22-1 vote makes clear the IAAF council is in Coe’s corner.

In an IAAF statement, Frank Fredericks of Namibia, the former sprint star who is now chair of the IAAF athletes’ commission, said the council was “100 percent in support of President Coe and believe that he is the leader that our sport needs to instigate the necessary actions swiftly and strongly.”

A vote of 22-1, meantime, also spotlights a fact of life in international sport that came up time and again at a conference last week in New York sponsored by the Qatar-based International Center for Sport Security:

International sport is big business. Far too often, the governance structures in international sport have not caught up to that reality.

The focus for most now is on Russia, and whether the Russian track and field team will get to Rio. But if you’re paying attention:

The IAAF council, for example, currently stands at a full 27. That’s too many. It should be more like 15. That’s the number on, among others, the International Olympic Committee executive board, the U.S. Olympic Committee’s board of directors and the USATF board.

Further, if the IAAF was too often run by Diack and, before him, Italy’s Primo Nebiolo as expressions of autocratic power in word and action, now is the time for the IAAF to put in place a chief executive officer, and empower him or her to run the thing day to day.

Coe for sure seems to be paying attention, another reason he deserves to be cut some slack. In our 24/7 world, everyone seemingly wants answers now. But process and governance take time.

The IAAF statement announcing the 22-1 vote also included a note about what was called Coe’s “reform program,” Coe’s No. 2 at the London 2012 organizing committee, Paul Deighton, appointed to oversee a far-reaching review, to be carried out by Deloitte.

The plan is to feature, among other facets, a “forensic” accounting and, as well, the creation of an “integrity unit.” The unit, to be made up of a board and review panels, would oversee issues relating to anti-doping and more.

Coe, in the IAAF statement:

“Today we have been dealing with the failure of ARAF [the Russian track federation] and made the decision to provisionally suspend them, the toughest sanction we can apply at this time. But we discussed and agreed that the whole system has failed the athletes, not just in Russia, but around the world. 

"This has been a shameful wake-up call and we are clear that cheating at any level will not be tolerated. To this end, the IAAF, WADA, the member federations and athletes need to look closely at ourselves, our cultures and our processes to identify where failures exist and be tough in our determination to fix them and rebuild trust in our sport. There can be no more important focus for our sport.”

Marius Vizer: "I don't give up"

SOCHI, Russia — If you thought Marius Vizer, the president of SportAccord, was going to go gently into the Russian good night as the convention wound down here Thursday, you might also believe that Vladimir Putin paid for the 2014 Winter Games with $24 worth of, like, beads and matryoshka, those Russian stacking dolls. “I don’t give up,” Vizer said after an incredible news conference Thursday in which he asserted repeatedly that the attack he launched Monday on the International Olympic Committee system, with IOC president Thomas Bach right up front, was assuredly designed to be “constructive.”

Vizer is like rock legend Tom Petty. He does not back down.

On Thursday, asked about his motto, Vizer said, “My life for sport,” adding, “But I have seen in here this week a lot of people and a lot of decisions of people which the sport is for their life,” leaving no doubt in his mind that for them sport is a vehicle to buffet lines, big cars and other perks with little or no consideration for athletes.

He said, “I wish to work and collaborate with everybody in harmony when somebody tells the truth and is the voice of sport. But when somebody brings his voice it does not mean it is war or [an] earthquake. It is just an opinion, an expression of sport life, activity, experience …

“Of course, some of us, most of us, agree with reality. But there are not many which have the courage [to speak out].”

The speech Monday triggered a contentious week of sports politics.

The end game is far from clear.

In something of an ironic twist, meanwhile, the IOC won for "governance and transparency" from the SportBusiness Ultimate Sports Federation Awards, it was announced Thursday by SportBusiness Intelligence at SportAccord. Judging was conducted an independent panel.

In Monday’s speech, Vizer described the IOC system as “expired, outdated, wrong, unfair and not at all transparent.” In more than 100 countries, he asserted, sport is “in misery,” with athletes “lacking the necessary basic elements — food, medication, equipment, preparation, facilities and possibility to participate to competitions.”

Almost straight thereafter, in a point that almost everyone has missed throughout the entire week of controversy that has followed, Vizer was re-elected SportAccord president for a full four-year term. SportAccord represents more than 100 Olympic and non-Olympic federations.

It wasn’t until later that day — after he had been re-elected, and intriguingly while the IOC leadership was still in town — that a letter signed by more than a dozen of the heavyweights of the Olympic sphere began circulating expressing their “disagreement” with Vizer’s remarks and their “strong support” for the IOC, for Bach and Bach’s Agenda 2020 reform plan.

On Tuesday, in an interview broadcast on SportAccord’s TV network partner, Euronews, Vizer said of the Olympic establishment, “We don’t need cardinals of sport. We don’t need popes.”

The 28-member Assn. of Summer Olympic international Federations, minus judo, of which Vizer is the president, voted Wednesday to suspend relations with SportAccord pending review.

Later in the day, ASOIF reviewed a formula under which the 28 entities would split up $550 million in revenues from the 2016 Rio de Janeiro Games.

The track and field and shooting federations, meanwhile, pulled straight out of SportAccord.

Lamine Diack, the longtime president of the IAAF, the international track and field federation, told Associated Press Tuesday that Vizer evoked “a chief or dictator coming from nowhere.”

On Thursday, Vizer, asked about Diack, said, “I want to make just one comment on this subject. I dedicate and I sacrifice my family for the sport,” adding, “In my eyes, he’s a person who sacrifices the sport for his family. No other comment.”

The reference was apparently to Diack’s son, Papa Massata Diack, who left his role as an IAAF marketing consultant in December pending an investigation into ethics allegations.

The winter Olympic sports association, which goes by the acronym AIOWF, called this week for “constructive dialogue.” A group called ARISF, which represents 35 non-Olympic sports, did the same -- “constructive dialogue.”

In private, there was considerable talk that Vizer’s comments might just merit some constructive dialogue.

In public, of course, there was consistent talk from the Summer Games sports federations that what Vizer had said was too much — way too much — for the diplomacy-heavy Olympic sphere.

Who, after all, invites a guest to their house — as Bach was such a guest at the SportAccord convention — and then scolds him so?

Vizer said he had repeatedly sent Bach letters asking for discussion but had been consistently been rebuffed. The IOC executive board opted not to come to SportAccord, meanwhile, which it had every year since 2003; the IOC told the two candidate cities for the 2022 Winter Games not to make presentations at SportAccord, even though bid-city presentations have been a SportAccord tradition.

Who, Vizer suggested, was snubbing who?

The IOC president, to his enormous credit, handled Vizer’s speech Monday with great grace, calling it when it was his turn at the lectern a “friendly welcome.”

Bach also drew an unmistakeable bright line:

“And when you say that the IOC and SportAccord have to cooperate in order to have a new model for the Olympic Games, for the organization and for the generation and distribution of the money, then I have to say very clearly, ‘No.’ “

Bach also said, “We have to avoid working in a parallel way that if somebody starts something and the next one is coming and saying, ‘Oh, I could do something in this respect.’ In this way, we are wasting time, we are wasting human resources, we are losing efficiency and in the end, and this is the worst of all, we are losing credibility.

‘And what we need for for our sports, if we want to promote our values, if we want to be a respected part of society, if we want to grow our sport, if we want to attract our young people, if we want to show to the world that sport has values and can do something for society, if we want to do all this, if we want then there to achieve our mission of organizing sport and to put at the same time sport at the service of society, then what we need altogether is credibility.

“And this credibility we can only achieve if we have some unity in all our diversity.”

At the ASOIF assembly Wednesday, the organization’s chief, International Tennis Federation president Francesco Ricci Bitti, had said that it was essential first to agree — only then could there be unity.

On Thursday, Vizer said, "I don’t think I have to restore something. The world of sport has to restore something, not me,” emphasizing that SportAccord would remain “the house and the partner of the international federations — those which want to stay, understand our vision, our activities, our hopes, they are welcome.

“We don’t oblige people, we don’t oblige organizations, we are open, we are welcome.”

It could be little surprise that the Summer Games federations rallied around the IOC and Bach.

“In the Summer Olympics, if there are 28 international federations from which more or less four or five are not dependent from the IOC, from the Olympic dividends, they could express their voice. That’s one thing,” Vizer said.

“But don’t forget that 24 or 25, I can not tell you exactly, international federations, Olympic Summer federations, depend totally on the IOC and IOC dividends. The area how to manipulate these federations I don’t have to explain to you.

“Everybody has to understand that sport can not exist only every four years. Sport has to exist daily, weekly, monthly, yearly. Sport — it’s a chance for millions, for hundreds of millions, of people. Sport — it’s a chance for discipline, for integration into society, for a better life.

“Don’t,” he said, offering up one final hit at the IOC as the news conference closed, ”take that for millions of people — this hope, this chance — for ego, for ambition. For billions that stay in the bank. And millions of athletes are suffering. For ego, power and control of the world of sport.

“Nobody has this right, ever.”
