The Olympics as canary in coal mine

If English is not your first language, or you have forgotten or never learned about the dangers inherent in mining, or you have (inexplicably) little to no regard for “Zenyatta Mondatta,” the classic 1980 album from The Police, herewith an appreciation of the phrase “canary in a coal mine.”

And why, like the canary, the Olympic movement is an eerily prescient predictor of change buffeting our uncertain, if not broken, world — the kind of change that produced Brexit, the vote Thursday that will now lead to the United Kingdom’s self-inflicted divorce from the European Union.

Brexit makes for nothing less than a seismic event in the history of all of our lives.

At the same time, the very same forces that came together to usher Britain out of the EU have been vividly on display for the past several years in any reasonable assessment of international sport, and particularly in reference to the International Olympic Committee: disdain if not outright rejection of political elites, bureaucracies and institutions, most if not all of it animated by grievance along with its historically volatile corollary, fear of the “other.”

Indeed, the evidence makes a strong case that the Olympic scene is arguably nothing less than a — if not the — leading indicator of big-picture trends in an increasingly globalized world.

That is, a canary in a coal mine.

The first coal mines did not feature ventilation systems. The legend goes that miners would bring a caged canary down with them. Why? Canaries are sensitive to methane and carbon monoxide. As long as the bird sang, the miners knew their air was safe. A silenced canary meant it was time to move, and fast.

Consider any number of recent IOC host city elections in the early years of the 21st century — indicators, all, of intensifying interconnected-ness:

— The tacks to China (2001 in 2008), Russia (2007 for 2014) and Brazil (2009 for 2016).

— The Olympic telegraph of the rise of Asia, both acknowledging and accelerating its economic and political might, with the awarding, after 2008, of three Games in a row there -- 2018 Winter (South Korea), 2020 Summer (Tokyo), 2022 Winter (Beijing).

Beijing will be the first city in Olympic history to stage both Summer and Winter Games, and China re-emerged on the Olympic stage only in the 1980s.

Beijing won for 2022 in an election last summer, defeating Almaty, Kazakhstan. Here was the flip side.

Six cities in Europe dropped out, five put off to varying degrees by the $51 billion figure associated with those 2014 Sochi Olympics: Oslo, Munich, Stockholm, Davos/St. Moritz and Krakow, Poland. A sixth, Lviv, Ukraine, fell out because of war.

Just two candidates for the Winter Olympics?

And maybe now just three for the ongoing campaign for Summer 2024?

The original 2024 list of five — Hamburg, Los Angeles, Paris, Rome and Budapest — is already down to four, German voters having rejected Hamburg. Four very well may soon shrink to three amid this week’s election of a new mayor in Rome, Virginia Raggi, for whom the Olympics is not a priority: "Already with 13 billion euros ($15 billion) in debt, Rome can't permit taking on more debt to make cathedrals in the desert."

Déjà vu all over again, maybe: in 2012, the then-prime minister of Italy called off Rome’s 2020 bid, citing uncertain [read: too high] costs.

And Los Angeles, of course, took over for Boston when locals objected vehemently to the notion of an Olympic invasion.

As telling as the Olympic indicators have been for the wider world, those same markers are equally if not more on-point for the Olympic movement itself and, especially, the IOC.

The collision of interests that gave rise to Brexit leads now suddenly if inevitably to the logical and legitimate Olympic question:

Can the structure of a club born in the 1890s and driven for most of these past 130 years by Europe find, by itself, a way to engineer an appropriate 21st-century governance that will help sustain its position in the world?

Or will change — in a form the IOC might or might not like — be imposed upon it?

In the way that it has been imposed, thanks to the FBI and Swiss authorities, on scandal-plagued FIFA?

In December, 2014, the IOC membership unanimously voted for a 40-point reform plan, dubbed “Agenda 2020.” Within the Olympic bubble, Agenda 2020 has become a ready point of reference — a talking point but, let's face it, lip service, really.

In the real world, Agenda 2020 has offered little if anything in response to the onslaught of challenges playing out in real time.

Any Games is supposed to be a celebration of possibility. With roughly six weeks to go, and keeping in mind that perhaps all will be steady once the Olympic cauldron is lit in Rio, those Games are on course to possibly be the biggest cluster of all time:

Where to begin? There's Zika and the withdrawal from the Games of golf and basketball stars, bad water, the collapse of political and economic institutions as well as even a showpiece beachfront sidewalk, allegations of major governmental corruption, street crime, uncertainty among the locals and, the latest, the shut-down of the Rio anti-doping lab.

And, of course, accusations of state-sponsored doping in Russia.

And more. Like, maybe the subway to Olympic Park gets finished. Or maybe not.

As it was winding around Brazil, the Olympic flame relay seemed to be the sole beacon of sanity — until someone had the dumb idea of using a chained jaguar, an endangered Amazonian jungle cat, as a relay prop. It somehow escaped its army handlers. An army officer thereupon shot and killed it.

For those looking deeper into the symbolism: the jaguar is the official mascot of Brazil’s Olympic team.

So, as NPR pointed out, they sort of went and killed their own mascot in Brazil.

This can lead to all manner of deep thoughts about existentialism. Such thoughts are perhaps better reserved for philosophy, and what-if’s.

What's real is relevance.

And the IOC’s No. 1 challenge, always, is to remain relevant in a changing world — to reach out to young people in hopes of serving as a bridge to connection and inspiration. To celebrate humanity, as one of its better marketing campaigns years ago put it.

Swinging away from the jaguar and back to the canary: if it were singing an Olympic song, it would ring out all about the three core Olympic values -- friendship, excellence and respect.

Where is that song?

Is it even being hummed amid the cha-ching that is Olympic cash flow?

Make no mistake: 21st-century sport is not just dreams and inspirations. It is also big business.

It is, at a very real level, institutional.

Perhaps at no time in its history has the acronym “IOC” served as an illustration of the contrast between what those inside the Olympic bubble believe it to be and, more important, those without.

There are, indeed, fascinating comparisons to be drawn between the IOC on the one hand and, on the other, Brexit and the EU.

Some observations from Friday’s reporting, and just substitute in “IOC” where appropriate:

Financial Times -- "Political elites are under pressure everywhere in the west. Donald Trump is a candidate for US president. Marine Le Pen is bidding for France’s Élysée Palace. But who would have thought pragmatic, moderate, incrementalist Britain would tear down the political temple? This week’s referendum result was a revolt against the status quo with consequences, national and international, as profound as anything seen in postwar Europe."

Washington Post -- “We are in the midst of a worldwide sea change regarding how people view themselves, their government and their countries. The Brexit vote and the rise of Trump — while separated by thousands of miles and an ocean — are both manifestations of that change. There will be more."

Another from the Post, and the strikethroughs are in the original -- “As Trump himself notes, the issues that dominated the Brexit campaign and his own campaign are similar: hostility to immigration, resentment at cosmopolitan elites, frustration with unelected officials telling ordinary citizens how to live, and a persistent perception that the status quo favors minorities layabouts over white ordinary, Anglo-Saxon decent, Christian hard-working citizens.”

New York Times:  “The European Union hasn’t done a good job of explaining its purpose — it’s too opaque, too bureaucratic, too confusing — and its slow handling of the debt crisis, especially in Greece, where it acted fast so French and German banks could cut their losses, but left Greece asphyxiated, had devastating consequences for all. Decisions made for short-term financial stability have led to long-term political instability.”

It’s all reminiscent of what the former IOC Games director Gilbert Felli said amid the 2022 drop-outs: “We lost good cities because of the bad perception of the IOC, the bad perception of how the concept could be done.”

At one point before Oslo formally pulled the plug, a poll suggested that 60 percent of the Norwegian public was against a 2022 bid, with only 35 percent in favor. Oslo! The very soul of winter sports, where Norwegian news outlets ran gleefully with reports about perceptions of the special privileges that would be afforded IOC members at a Games — including cocktail protocols, stocked hotel bars, even hotel room temperatures.

The IOC’s response when Oslo pulled out? It lashed out, saying politicians were misinformed, “left to take their decisions on the basis of half-truths and factual inaccuracies.”

Last November, voters in Hamburg became just the most recent in a succession of ballot initiatives to shoot down the IOC.

Why? A few weeks later, a local dentist told the Guardian, the British newspaper, “I think the people of Hamburg are fed up [at] being short-changed by private companies when it comes to major public projects.”

When voters in Bavaria said no the year before to Munich 2022, here was the key take-away, from Ludwig Hartmann, a Greens Party lawmaker and leader of the movement, called “NOlympia,” that led to the opposition to the project: “The vote is not a signal against the sport but against the non-transparency and the greed for profit of the IOC.”

The IOC, to be clear, is not a for-profit institution.

In other respects, it has real work to do.

It’s not that this is a secret in the Olympic world, either. At the SportAccord conference in Sochi in 2015, Marius Vizer, the-then SportAccord president who is also head of the International Judo Federation, called out the IOC in his usually direct way, accusing it of running a system that had become sclerotic.

In his words: “History demonstrated that all the empires who reached the highest peaks of development never reformed on time and they are all headed for destruction. The IOC system today is expired, outdated, wrong, unfair and not at all transparent.”

In effect, Vizer was the Olympic canary in the coal mine.

The IOC response: kill the canary -- er, the messenger.

Lamine Diack, the-then president of the IAAF, the track and field federation, served as the primary IOC proxy, taking the IAAF out of SportAccord and calling Vizer a “chief coming from nowhere.”

To make a long story short, Diack is now under criminal inquiry in France, suspected of accepting more than $1 million in bribes to help Russian athletes evade sanctions for tests.

Moreover, Tokyo’s winning 2020 bid is now under suspicion. In the months immediately before and after the 2013 vote for 2020, $2 million is thought to have been transferred from Japan to an account in Singapore controlled by a close friend of one of Diack’s sons, Papa Massata Diack, long an IAAF “marketing consultant.”

Vizer, in Sochi in 2015: “I dedicate and I sacrifice my family for sport. I mean sacrifice in the way of dedication. And in my eyes,” now referring to Diack, he is “a person who sacrifices sport for his family.”

Friday’s New York Times also included a column in which a reporter recalls being on assignment in Russia and, while there, hears a film producer make this sardonic observation: in Russia, “the future has become unpredictable — and so has the past.”

Substitute “IOC,” again.

And here, too, from the final paragraph of that same column — once more, plug in “IOC” or “Olympic movement” in place of the proper nouns: “Who inherits England? It’s a question that has obsessed British novelists for decades. And who inherits Europe? Today in Europe the past is equally unpredictable, and the path ahead looks very uncertain.”

Hamburg vote makes plain Olympic brand crisis

Hamburg’s 2024 Olympic bid went down Sunday to devastating defeat in a referendum, a result that is — no reason to mince words — bad, just very, very bad, for the International Olympic Committee and, especially, IOC president Thomas Bach.

Even with all kinds of external factors weighing on the vote — the Paris attacks, a scandal involving Germany’s winning 2006 World Cup soccer bid, the refugee crisis in Germany and across Europe, and more — the vote marks a sharp repudiation of the IOC’s Agenda 2020 would-be reform plan and, indeed, Bach’s leadership, both substance and style.

Worse, it’s a repudiation by his own people.

Bach is, for anyone even remotely familiar with the Olympic scene, himself German. Indeed, before becoming IOC president, he was head of the German Olympic confederation, which goes by the acronym DOSB.

This is on him.

The no vote Sunday amounted to 51.6 percent; yes, 48.4 percent. About 650,000, or half, of the eligible 1.3 million voters in Hamburg took part.

It leaves four cities left in the 2024 race: Paris, Rome, Budapest and Los Angeles. The IOC will pick the 2024 winner in 2017.

The balloting Sunday is intriguing for any number of reasons.

It shows what bad business it is — if in many ways understandable — how a few percentage points either way can make or break a massive project, and not just an Olympics. A better result would have been a big number, either way.

It clearly suggests, too, that it’s the end — and probably for a very long time — for bids from Germany, traditionally one of the most important nations in the Olympic scene.

“It looks like thoughts of Olympia and Germany don’t go together,” Alfons Hörmann, now the president of the DOSB, told reporters.

An IOC spokesperson, meanwhile, said, “Having followed the discussions in Germany over the last weeks, this result does not come as a complete surprise. With this decision a great opportunity for the city, the country and … sport in Germany is lost.”

It’s actually way beyond that, and this offers the most intrigue.

Fundamentally, the IOC is looking at a profound brand crisis.

As Nikolas Hill, the Hamburg bid leader, said in a conference call, “As you know the things we had to face in the last few weeks — the attacks in Paris, the soccer crisis, the refugee situation and many more things — all these topics I would see in direct connection to the Olympic agenda, the reform agenda of the IOC.”

It’s now Bach’s job to get out front and fix it.

If he can.

“We noticed a change of mood in the city,” Florian Kasiske of the German opposition NOlympia group, said. “People can see that there are things where the money is better spent.”

Bach, in his two-plus years as IOC president, has acted as a global diplomat of sorts, meeting — by his own count — some 100 heads of state or government. He has traveled repeatedly to the United Nations.

Everywhere he goes, the IOC president takes pictures. There’s invariably a press release.

Mindful that all politics, even global politics, is local, here is the core question: how much time, effort and energy did the IOC president spend over the past six months in Hamburg, talking up the bid with voters and key officials?

The answer: zero.

What is the point of meeting heads of state x, y and z if you can’t even get your own home country to understand the financial picture and then get excited about the Olympic enterprise?

To draw an American analogy, Bach has been like the congressman who is always in DC but never at home, listening to and engaging with his constituents. In Bach’s case, that means he has been either at IOC headquarters in Lausanne, Switzerland, or at some presidential palace, somewhere.

The IOC, in fact, has a great story to tell. Why isn’t it — and in particular, the IOC president — out there doing exactly that?

This is so obvious:

When people don’t want you, something’s wrong. Very wrong.

And in recent months around Europe, the IOC’s traditional base, voters and public officials have made it increasingly clear they either don’t want, or plain-out fear, the Olympic brand.

The Olympic story is supposed to be that the Games come to town and that’s a good thing — promoting not just the sometimes-ethereal notion of a better world through sport but the concrete concept of a positive after-Games legacy.

Even so, in the afterglow of arguably the greatest Summer Games ever, London’s 2012 Olympics, taxpayers in six western European democracies dropped out of 2022 Winter bidding, five of the six put off to varying degrees by the $51-billion figure associated with the Sochi 2014 Winter Games or with the IOC itself:

Oslo; Stockholm; Davos/St. Moritz, Switzerland; Krakow, Poland; and Munich.

The sixth 2022 European entrant — Lviv, Ukraine — fell out because of war.

Munich bid for the 2018 Winter Games, and lost, to Pyeongchang, South Korea. A Munich 2022 bid probably would have won going away.

Instead, the would-be Munich effort was killed — just as Hamburg’s was Sunday — by voter referendum. So, too, Davos/St. Moritz. Krakow, as well.

Oslo put on the 1952 Winter Games, Lillehammer the 1994 Winter Games; Stockholm, the 1912 Summer Games; St. Moritz, the 1928 and 1948 Winter Games; Munich, the 1972 Summer Games. So it’s not as if there isn’t historical precedent to make the case to the locals all about the upside of an Olympics.

Moreover, within a few days of the St. Moritz/Davos balloting, voters in Austria rejected a 2028 Summer plan. Innsbruck put on the 2012 Winter Youth Games; it staged the 1976 and 1964 Winter Games. And Salzburg bid for the 2014 and 2010 Winter Games.

In early 2012, the then-prime minister of Italy called off Rome’s 2020 bid, citing uncertain costs associated with the project. Rome put on the 1960 Summer Games.

What else did the IOC need to hear, and start grappling with, the problem?

By the end, the 2022 race proved completely illustrative of the dynamic, featuring just two survivors, Beijing and Almaty, Kazakhstan.

In IOC voting this past July 31, Beijing won for 2022, even though there is little to no snow in the mountains roughly two hours away where the ski events would be held, and the bid budget did not include, for instance, the billions it’s going to take to build a high-speed rail line from Beijing up to the ski venues.

In December, 2014, the IOC members had approved, unanimously and with almost no public dissent, Agenda 2020, Bach’s 40-point reform plan.

How was a vote for Beijing, with environmental and human rights issues, and budget fudging from the outset, in line with Agenda 2020?

Two days after the 2022 vote, meanwhile, at that very same IOC general assembly in Kuala Lumpur, at Bach’s invitation, the members heard at length from Sir Martin Sorrell, chief executive officer of London-based WPP, the global advertising and marketing group, about — its brand.

In large measure, the speech focused on digital opportunities, including the one undeniably new initiative in Agenda 2020, the creation of an Olympic TV channel.

That said, Sorrell’s broad observation is worth revisiting anew.

To stay relevant in an ever-changing world, Sorrell made plain, the IOC must keep re-inventing itself. He said it had — and must still — show “a willingness to continually adapt, even if that change has not always been easy.”

Now is precisely such a moment.

Communication about what the IOC is, and the Olympic Games can be, needs to be radically revised. And Bach ought to consider far-reaching changes in the the way the IOC president approaches the bid process.

As the IOC’s then-executive Games director, Gilbert Felli, said some 16 months ago in observation about the 2022 fiasco, “So in the communications, and that’s the lesson from this campaign here, we lost good cities because of the bad perception of the IOC.

“So we have to learn our lesson and the ones to blame is the IOC.”

There remain those four cities for 2024. Again, Paris, Rome, Budapest and LA. Four, yes -- but for how long?

What is the chance the Italians pull out again? Rome has municipal corruption and fiscal woes, big-time.

How serious, really, is the Budapest effort?

Bach would probably — strike that, almost definitely — say that as IOC president, his job is to remain studiously neutral in any IOC election.

But he can take a neutral position with regard to the cities themselves even while doing what he should — strike that, must — now be doing: rallying support for the Olympic movement itself, and the notion of a local Games.

The president is too smart and sophisticated not to understand this basic: his job is not to stand by and watch the fraying, if not destruction, of the Olympic brand. All because he wants to remain neutral?

No.

In this context, he is the farthest thing from neutral. He has to be an advocate. Bach needs to go in the next several weeks and months, and repeatedly if need be, to the four markets remaining in the 2024 race — note, four major global markets — and, as Sorrell advised, make the case for why the Games are relevant, fun, interesting and deserve to come to town.

Enough with the heads of state and the photo ops, at least for now.

Talk to real people.

Be accessible. Be real. Be relevant.

Leadership means accepting responsibility, confronting challenge and delivering solutions.

If there was any doubt before, Sunday’s vote in Hamburg can leave none. It’s time to see some real leadership at and from the IOC. And that starts at the top.

The Oslo 2022 conundrum

The International Olympic Committee finds itself early this week in Oslo in a conundrum of its own making. On the one hand, it is assuredly the IOC’s responsibility to encourage strong bids to come forward. Thus Oslo 2022. On the other, in politics – even, perhaps especially, sports politics – perceptions can matter as much as reality. Thus, again, Oslo 2022.

A high-powered IOC delegation, led by the president himself, Thomas Bach, visits Norway Monday and Tuesday for a series of meetings revolving primarily – there are other sessions – around preparations for the 2016 Winter Youth Games in Lillehammer.

The timing comes at a fraught juncture for the Oslo 2022 bid, which all involved are keenly aware.

Thus the dilemma:

Is this good for the IOC? For Oslo 2022? Or, owing to layers of complexities, is this trip ultimately not likely to prove helpful for an Oslo 2022 campaign?

To set the stage:

The IOC agreed to these series of meetings in Norway weeks if not months ago.

As the longtime Olympic British journalist David Miller spelled out in the newsletter Sport Intern in a column published Saturday, the two-day itinerary begins Monday with meetings at the Olympic Sports Center and the Norwegian School of Sports Science.

The IOC president is due thereafter to take lunch with Norway’s King Harald at the Royal Castle along with Norway IOC member, Gerhard Heiberg. After that, Miller reports, the IOC delegation – which includes the likes of senior IOC member Ser Miang Ng, who is the new finance commission chair as well as Singapore’s ambassador to Norway for many years, and Angela Ruggiero, chair of the Lillehammer 2016 coordination commission – is due to “exchange ideas” with Norway’s culture minister, Thorhild Wedvey, and Oslo’s mayor, Stian Berger Rosland.

More meetings Monday are due to follow, with three NGOs, with four labor groups and, finally, with members of parliament.

On Tuesday, the scene shifts to Lillehammer itself, Miller reports, for a series of meetings, including with Ottavio Cinquanta (head of the skating federation), Rene Fasel (hockey federation chief) and Gian-Franco Kasper (ski and snowboard federation No. 1).

Also due to be on-hand from the IOC side, according to Miller: the outgoing Olympic Games executive director, Gilbert Felli, and the IOC director general, Christophe de Kepper.

Wow.

Assuming, indeed, that everyone shows up -- that is some serious IOC star power.

A bit more background:

There are five applicant cities in the 2022 bid race: Oslo; Almaty, Kazakhstan; Beijing; Lviv, Ukraine; and Krakow, Poland.

It’s not clear Krakow will make it past a May 25 referendum.

Lviv, of course, is struggling with enormous turbulence in the eastern part of the country. The IOC last week gave Ukraine’s national Olympic committee $300,000 just so its athletes could make it to training camps and meets this year.

The IOC’s policy-making executive board is due in early July to decide which of the five “applicants” will become “candidate” finalists. The IOC will pick the 2022 winner in July, 2015.

Almaty and Beijing would seem to be shoo-ins. They are both, of course, from Asia.

So who is going to make it from Europe?

It’s not exactly a secret that Norwegians love winter sports, indeed the Winter Games. The 1994 Lillehammer Games are often cited as the “best-ever.” Norway leads the overall Winter Games medal count, with 329, and the gold count, too, with 118 (the U.S. is second in both categories, 282 and 96).

The athlete who has won the most Winter Games medals? Biathlon king Ole Einar Bjorndalen of Norway, the new IOC member, with 13. He won two gold medals in Sochi in February -- just a couple weeks after turning 40.

Next? Cross-country ski god Bjorn Daehlie of Norway, with 12, eight gold.

Next, three athletes, one of whom is female Norwegian cross-country ski legend Marit Bjorgen, with 10 Olympic medals, six gold. In Sochi, age 33, she won three gold medals, among them the grueling 30-kilometer event.

Look, any Oslo bid for the Games would understandably be taken very seriously. For obvious reasons.

Two weeks ago, however, one of two Norwegian government parties voted against supporting Oslo’s 2022 bid. At issue now is whether the government will offer the needed financial guarantees.

The imperative – at least for now – is that the IOC would seem to need Oslo for the 2022 race more than Oslo needs the Winter Games. That is the box. And everyone in Olympic circles knows it.

At the same time, while Norwegians may love the Winter Games, it’s pretty clear there are some strong feelings about the bid, and they may be directly tied to the IOC. And those feelings may not be so positive.

A new poll conducted by the research firm Norstat for NRK, the Norwegian Broadcast Corporation, suggests that 60 percent of the Norwegian public is against an Oslo 2022 bid – with only 35 percent in favor.

“No, it is a considerable skepticism, and I think a lot of the information that has been around the IOC has increased that skepticism,” Christian Democratic Party leader Knut Arild Hareide said.

Bach has been in office for about nine months. He has shown an inclination to lead in a style that evokes some of the ways of Juan Antonio Samaranch, the IOC president from 1980-2001, who understood – appropriately – that the IOC is not just a sports institution but one that moves with nation-states and with influential political leaders.

Thus, for instance, the lunch with the Norwegian king as well as the exchanges with, for instance, the culture minister.

Too, Bach is possessed – this is meant to be a compliment – of first-rate confidence. You have to have such confidence to direct the IOC, a global institution with a multibillion-dollar budget. By definition, the position lends itself to high-pressure decision making. Bach took a decision to have this two-day meeting, and it is on.

He is also riding a wave of can-do. Sochi is in the rear-view mirror. The IOC and NBC just struck a $7.75 billion deal through 2032.

Even so, does the IOC president himself need to assess what’s going on in Lillehammer with regard to the 2016 Youth Games, when those Games are nearly two years away -- Feb. 12-21, 2016 -- and, besides, it’s well-known the Youth Games are way down the IOC priority list?

For this purpose, doesn’t he already have a coordination commission? And the chair of that commission is, you know, in Norway for this trip?

If this trip were just about Lillehammer, why meet with the mayor of Oslo?

It is also the case that the Norwegians doubtlessly would have some interesting – perhaps even some constructively provocative – ideas to offer regarding Olympic Agenda 2020, the far-reaching IOC study program the IOC president has launched that is now working its way toward the all-members session in Monaco in December. That would explain the sessions with the NGOs and the other Monday afternoon meetings, for instance.

But are the Norwegians the only ones in the entire world with suggestions so potentially clever that the president has to hear them in person?

And, this, coincidentally enough, before the July meeting at which the 2022 applicants are going to be passed through?

Earlier this year – the deadline was April 15 – the IOC took email submissions from anyone, anywhere who wanted to weigh in relating to Olympic Agenda 2020. Yet the Norwegians get an in-person audience with the IOC president himself?

Over the years, the IOC has gone to great – some would say extraordinary – lengths, particularly in the aftermath of the late 1990s Salt Lake City scandal, to keep its distance from anything that sniffed of even the hint of the appearance of conflict of interest in the bid cycle.

For instance, the IOC would not entertain sponsorship discussions from the Russian concern Gazprom while Sochi was bidding for the 2014 Games. Similarly, when Doha was trying, it would not entertain an approach from Qatar Airways even between bid cycles.

No one has suggested misconduct or wrongdoing in the slightest by either the Norwegians or the IOC. To repeat: nobody has said anybody is doing anything wrong.

And nobody is likely to.

The only people who would be likely to complain would be rival bid teams, in this instance most likely Almaty or Beijing.

How do you think it is going to go over when they read that the IOC president is in Oslo, and before the July executive board pass-through meeting?

If you were them, how would you react?

In private?

Now – what would you do about it?

Exactly.

Isn’t this, too, the dilemma?

 

Fast times for Istanbul's 2020 bid

ISTANBUL -- No one ever said they weren't anything but smart and clever here. They knew coming in, because the working group report last spring from the International Olympic Committee said so, that transport issues are -- and will be -- problematic in a city growing so fast it's hard to keep up.

The rhythm of the four-day IOC evaluation commission package inevitably features afternoon site visits. On Day Two, the members checked out, among other locations, a waterfront cluster, which naturally enough includes the marina for Olympic sailing. The sun started sinking lower; time to get back. Uh-oh -- it was rush hour.

Ah, but these Turks had thought of that. Truth be told, traffic was not so bad for a Monday workday. Even so, the IOC made its way back to its hotel base not on the roads but by fast boat, the sea breeze brisk and refreshing.

Istanbul made an "excellent impression," Sir Craig Reedie, the head of the evaluation commission said at a Wednesday news conference, quickly adding that in his world "excellent impression" was "exactly the same" as "hugely impressed," the phrase he used to describe Tokyo, or "greatly impressed," what he said about Madrid.

The news conference Wednesday wrapped up the evaluation commission's tour of the three 2020 cities. It saw Madrid last week. It visited Tokyo March 4-7. It will now set to work on producing a report that will be released at some point before the IOC's all-members July 3-4 session on the 2020 candidates in Lausanne, Switzerland.

The IOC will pick the 2020 winner Sept. 7 by secret ballot at a vote in Buenos Aires.

The evaluation report will by design focus on the so-called "technical" process of the campaign -- how many roads, subway lines, sports venues, hotel rooms and so on are already on the ground or would need to be built for each of the cities to get ready by 2020.

Already, however, the outlines of the three bids can be fairly characterized:

The Tokyo bid, it can be said, is spearheaded by city government. Madrid might be portrayed as a sports project. And Istanbul is for sure a national effort.

Istanbul's bid would spend $19.2 billion on infrastructure costs. That's 10 times more than Madrid, at $1.9 billion. Tokyo's capital costs come in at $4.9 billion.

This is Istanbul's fifth bid. It is Madrid's third in a row, Tokyo's second straight.

The commission will be keen to write a report that offers a clear differentiation. That way the members can be offered a distinct choice. As it turns out, this 2020 race, even if it can not be said at this preliminary stage to have a front-runner, will likely present many if not most IOC members with a threshold decision.

It's -- what to do about Istanbul?

Madrid and Tokyo absolutely have their cases to make.

Madrid, with 28 of 35 venues already on the ground, wants to re-define the idea of "legacy," to re-purpose the Olympic movement so that it becomes something well beyond just buildings and metro lines, instead a source of inspiration for "healthy living and healthy habits," as Spanish Olympic Committee and Madrid 2020 president Alejandro Blanco put it, and particularly for young people.

That $4.9 billion for Tokyo? It literally is just sitting there, banked, waiting, in today's uncertain economic climate. You want safety and security? Along with Japanese high-tech? The economic clout of the world's third-largest economy? Tokyo's amazing metro and rail system? Plus, like Madrid at night, Tokyo is -- fun.

Not to say Istanbul isn't. They even put on a fireworks show here Tuesday night for the IOC.

Here is the difference:

Istanbul fits the mold of recent IOC winners. The Turks -- again, they notice these things -- picked up on what worked, and have more or less designed their bid to fit that mold.

The issue is whether this strategy will still prevail, or whether -- and especially in light of developments in Sochi and Rio de Janeiro, sites of the 2014 Winter and 2016 Summer Games -- it has played out.

In the 1982 movie "Fast Times at Ridgemont High," a shirtless Sean Penn, playing the surfer dude Jeff Spicoli, walks into a hamburger joint with two of his buddies and says, ever-so-memorably, "Who's got the beaucoup dollars today?" Actually, Spicoli pronounces "dollars" as "dolares," so much the better.

Does the IOC want to keep spending the beaucoup dolares? Or not?

If it does, your winner Sept. 7 will be Istanbul, where $19.2 billion buys you powerful "legacy" in the form of another huge construction project on the order of Beijing 2008, London 2012, Sochi 2014 and Rio 2016 -- all, obviously, winners.

The corollary question, perhaps, is whether it also buys you headaches like in Sochi (construction costs already north of $50 billion) and Rio (significant delays evocative of Athens 2004, officials announcing Tuesday they are closing the stadium due to host track and field at the 2016 Games because of structural problems with the roof, and this at a facility built for the Pan Am Games in 2007).

Reedie -- and it should be emphasized that he was speaking generally, not referring to any bid specifically -- addressed the topic at the closing news conference last week in Madrid. He said, "The IOC are very well aware that the Games simply can not get more expensive, more expensive and more expensive."

There's no getting around the fact that traffic in Istanbul is congested. They are making a huge -- repeat, huge -- effort to do something about that, including construction of a $4.5 billion metro tunnel under the Bosphorus (that amount is included in the $19.2 billion).

They might experiment with flex-time work schedules, special congestion pricing for inner-city road usage, PR campaigns for mass-transit use -- anything and everything to get people out of their cars and onto the trains, in hopes of reducing car use by 30 percent in 2020. Will it work?

They made a point of saying, repeatedly, that such projects are all part of Istanbul's master plan -- that they're going to get done whether the Olympics are coming or not. Yet they're right there in the bid book budgets. So which is it? Both?

The four-cluster venue plan in Istanbul virtually guarantees, meantime, that transport is likely to be the No. 1 technical issue in the evaluation report. Last spring's report noted travel times would be "substantial" and average estimated speeds seem "too optimistic for current traffic conditions."

Speaking of Turkish optimism, a senior transport minister, Muzaffer Hacimustafaoğlu, at a news conference Tuesday, declared that in 2020, "We will aim to make the transport experience immune from unforeseen events." Asked a few moments later to clarify, he said, "I don't think there will be any big surprises."

Meanwhile, a factor that has gotten virtually no scrutiny whatsoever -- yet -- is that the current IOC Games executive director, Gilbert Felli, will be stepping down soon. He has more than 20 years experience. If the IOC votes for Istanbul, these Games presumably would be in the hands of his successor, Christophe Dubi. On Dubi's watch, does the IOC want to take on another massive project?

These are all legitimate questions.

As are other factors, some geopolitical, that also may weigh on the vote:

-- The IOC has in recent years not just opted for big projects but gone to cities and countries keen to make plain their station in the world -- China, Russia and South Korea, in particular. Turkey would fit that pattern precisely, bid chairman Hasan Arat noting in an interview Wednesday with a small group of international journalists the impact the 1988 Seoul Games had on Korea and in turning Barcelona into a world-class destination after 1992, declaring, "It's a great opportunity."

-- Istanbul is a hot tourist destination. Feza Solaklar, the bid's head of accommodation, said Tuesday, that it is now the third-most popular destination in Europe, after London and Paris.

-- One of Istanbul's major selling points is that it would offer the IOC the chance to take the Games to a Muslim nation for the first time. In the Eurocentric IOC, how does that play -- positively, not or makes no difference?

-- Unsaid in that selling point -- but well-understood in IOC circles -- is that a vote for Istanbul would probably take Doha, the Qatari capital, out of the bid game for 20 years. There are elements within the IOC who would view that with favor and those who assuredly would not.

-- The conflict in Syria, on Turkey's eastern border -- they sought here this week to downplay that, understandably enough. How, if at all, will that conflict, figure into the vote?

In Istanbul, they know they have a real chance at 2020. Indeed, they have a confidence that borders -- already -- on something close to bravado.

The president of the country, Abdullah Gül; bid leader Arat; the sports minister, Suat Kiliç -- each of them used the word "deserve" this week. As in, Istanbul deserves the Olympics.

Asked to explain the word choice, Kiliç said at a Monday news conference, his comments translated to English, "As a Turkish delegation, we did not say anything negative. We did not make negative comments about the other candidates. Olympic ethics and morals are involved. We are competitors. That doesn't mean we should treat them bad. We don't belittle them. We don't underestimate them. We don't treat them bad. We don't make negative comments. But I am a Turk. I am minister of youth and sport.

"… I share what I believe is true regarding Istanbul. I have used the appropriate discourse for that. Istanbul is a candidate city. I have to use a discourse which fits this identity. We are also a modest city. We are open to all diversities.

"… Istanbul will show itself to you. We are trying to tell you to what extent we are ready to host the Games, to what extent we want and are willing to host the Games. The words we are using reflect our excitement [and] the commitment of the government … please look at my words from this point of view."

For a group that is indeed very smart and very clever, "deserve" -- and such a round-about way to explain it -- seems off-message, indeed. Typically, humility plays better in bidding campaigns within the International Olympic Committee.

After all, it's a long, long way until September.

 

Reedie to lead IOC 2020 evaluation

Sir Craig Reedie, Britain's recently elected International Olympic Committee vice president, will lead the team that inspects the three cities in the hunt for the 2020 Summer Games, the IOC announced Thursday. Reedie -- who has extensive experience in sports, business and politics -- is superbly positioned to do a first-rate job leading the nine-person panel, which next March will tour Madrid, Tokyo and Istanbul. After those visits, the commission will then write a report detailing each city's so-called "technical" strengths and weaknesses.

The IOC will select the 2020 site next September at an assembly in Buenos Aires.

Reedie said in a telephone interview, "Clearly I'm very pleased to be doing this," adding he's looking forward to what he predicted would be an "interesting exercise."

The commission will visit Tokyo March 4-7, 2013; Madrid March 18-21; and Istanbul March 24-27. The order was based purely on logistical considerations, the IOC said.

Reedie is the former president of the international badminton federation and has been an IOC member since 1994. He has served on the 2008 and 2016 evaluation commissions and, as well, on the 2004 and 2008 coordination commissions.

He has been an IOC executive board member since 2009.

Reedie played a key role in London's winning 2005 bid for the 2012 Games. Since 2005, he has served on the London 2012 organizing committee's board of directors.

The IOC president, Jacques Rogge, said in a statement that Reedie "knows as well as anybody what it takes to host a sustainable, well-organized and ultimately successful Olympic Games."

The eight others on the evaluation commission:

Guy Drut of France; Frank Fredericks of Namibia; Nat Indrapana of Thailand; Claudia Bokel of Germany; Eduadro Palomo of El Salvador; Pat McQuaid of Ireland; Andrew Parsons of Brazil; and, of course, Gilbert Felli, the IOC's Olympic Games executive director.

The IOC sports director, Christophe Dubi, will aid the commission, as will the IOC's head of bid city relations, Jacqueline Barrett, and a number of advisors who have yet to be named.

All of this is normal.

Drut's appointment is noteworthy for two reasons. It means the IOC is reaching out, even if in a small way, to France. It also signals that Drut's rehabilitation within the IOC is apparently total and complete. In 2006, the IOC reprimanded Drut and barred him from chairing any commissions for five years in connection with a corruption case in France.

Indrapana ran for senior IOC office at the session before the London Games but didn't win.

Bokel is -- make no mistake -- a rising star in OIympic circles.

So, too, may be Palomo, and his name may be the most interesting of all on the list. Any name from the western hemisphere in the European-dominated IOC must always be understood to be intriguing, and Palomo -- head of El Salvador's national Olympic committee -- is fluent in both Spanish and English and, as well, Latino and American cultures. He is a Texas A&M graduate.

Reedie and the others on the commission doubtlessly will be met at each stop next March by breathless television crews hoping for a scoop about who has the inside line in the 2020 election. The reality is that the process is thoroughly anodyne.

Absent a major mistake in protocol -- hugely unlikely under Reedie's watch -- the commission is a traveling road show that is, in a way, both a bit of IOC genus and simultaneously a missed opportunity.

It's genius because it generates astonishing publicity. And yet, thoroughly by design, pretty much nothing happens.

Nothing can happen because the IOC vote itself will be months away, and because of the Salt Lake City corruption scandal of the late 1990s the 100-plus members themselves are forbidden from visiting the bidding cities. So this -- the evaluation commission visit -- is the next best thing.

The missed opportunity is that, for all the publicity, the IOC has since the late 1990s largely failed to communicate what its evaluation teams are doing during its four days in each city and why those visits actually really matter.

There is no behind-the-scenes what-is-really-going-on. There is for sure no 21st-century social-media presence.

There is -- to put it simply -- a lot of show but very little tell.

Without that, pressure is going to continue to build to resume the member visits. That pressure is going to come not just from the public but, way more important, from the members themselves.

Rogge is adamantly against member visits. And that's fine, indeed a thoroughly defensible position. But Rogge's 12 years in office will end next September. And then what? With time, the Salt Lake scandal is going to keep receding farther and farther into history.

Having myself covered these evaluation visits for many of the recent IOC elections, it begs the obvious question -- should I know more, or have a better feel, about what's literally on the ground in these cities than the members themselves? I don't have a vote, and they do. Does that make sense?

A keen IOC mission statement

The Olympic movement is and always will be something of a contradiction in terms. It is not, purely speaking, a business. It is a club based in Switzerland that counts about 110 members; through secret votes, those members allocate a franchise that decamps to different cities around the world for a 17-day stay every other year. That description both accounts for and thoroughly ignores reality. The Olympic movement encompasses fantastic business attributes. Worldwide, it is a sponsor- and broadcast-driven commercial proposition now worth well over $1 billion annually. Moreover, a Games serves as the catalyst for infrastructure, development and, as is typical in the case of a Summer Olympics, urban renewal projects worth billions of dollars more.

Underpinning all of it is a philosophy that separates the movement from every other major sports concern. All other big-time sports exist for two reasons -- to crown champions and to make money. The Olympic movement is a non-profit enterprise animated by high-minded ideals.

How, then, would you set out to describe for a highly knowledgeable audience exactly where the Olympic movement is now, and where it's going?

That was the challenge facing the Olympic Games' executive director, Gilbert Felli, when he was asked to present a report to the just-concluded 123rd International Olympic Committee session in Durban, South Africa -- that is, to the members themselves.

Felli's 11-page report, now circulating more widely, makes for one of the most remarkably articulated mission statements ever drafted by or about the IOC. Each of the 11 pages is charged with a keen understanding of what the IOC is, what it's doing, why it's doing it and where it's heading.

Throughout, there are gems -- not only stuff that's straightforward but said straight-out, in the way such things need to be said, frankly. On page four, for instance, Felli notes, "To be appealing, the Games must be the prime event in young people's heads. Regular investments must be made in the way the event is staged, broadcast and shared through the various media platforms. The program must also evolve with time. A good example is the way new events have been recently added to the Sochi 2014 program," and that is a perfect example, the IOC adding slopestyle, among other events.

Historians studying the IOC in these early years of the 21st century may well turn to this document as a -- if not the -- basic marker. It's that good.

Because it's so good, I'm going to quote at length from what is entitled the "introduction" to the report. A big-picture overview, the "introduction" deservedly carries on for more than a full page in the document itself. Here goes:

"The Olympic Games are in constant evolution. Just like any child, they grow through several stages in life. As they become more mature, they adapt to an ever-evolving context, and present new, sometimes unexpected, challenges and opportunities. What is sure, though, is that the Olympic Games are continuing to be extremely healthy and successful. Their magic is now shared with more people than ever, while their staging has come out of difficult economic times with little impact.

"The IOC, together with its key partners and stakeholders, should take great pride in having consistently delivered a series of very successful Olympic Games, sometimes in very challenging circumstances. The IOC can also congratulate itself by offering the youth of the world a new, inspiring event: the Youth Olympic Games.

"The successful staging of two major events in 2010 [meaning the Vancouver Winter Games and the Singapore Youth Games] is no stroke of good fortune. It is the direct result of all the energy expended to develop new tools and processes, to establish strong but evolving partnerships with the organizers and to deliver a rich transfer of knowledge program.

"… [T]he reality of the Games has changed significantly. The Games inspire millions of athletes and even more fans across continents, cultures, ages or ethnic groups. They continue to break down barriers and bring people together. Today, the Games have really extended out of the competition venues and TV screens to play a much wider and more significant role than ever before. They now integrate new technologies to be shared with more people. They compete with more events and leisure activities. They involve more stakeholders and public partners who are all key players in the preparation and staging of the events. Much interest is at stake around the Games.

"The Games are also perceived differently by a number of our stakeholders. Public partners now perceive more fully the potential of the Games to change the face of a city, to inspire an entire nation, to upgrade the host city's public services or generate lasting legacies for host communities. With recent and current organizers, we see that the [magic] of the Games extends far beyond the field of play.

"We have also come to realize how thin the margin can be between success and failure. What sometimes looks very promising can easily turn into a sour situation to manage either for economic, political or other reasons often out of our reach and control. Hence the need to further develop our risk management approach, tailored to each and every Games context.

"The Games bring new challenges but also a wealth of opportunities. They force us not only to observe carefully the world around us and the various trends in leisure and physical activities, media consumption, public health or applied sustainability, but also to constantly innovate and challenge ourselves to optimize the product and experience. Such are the conditions for the Games to remain relevant and successful in the years to come."
